I think it is growing in places like India because Western countries are imposing the condition that they will only provide financial aid or investment if they legalize gay marriage.

We had a supreme court case last decade that decriminalzed homosexuality and had generally progressive content. We had another supreme court case this year, however, which declined to start gay marriage, saying it's the job of the legislature.
The phenomenon I refer to seems to be primarily driven by the media, social media, movies, series, etc. In addition to English language entertainment (which has lots of viewership, particularly among the younger generations in my state) - and the content, as you know, takes a strongly ideological view on one side - the are also productions in the vernacular.
I don't have enough knowledge of foreign aid etc., so I can't comment.
