Are you implying he condones the attack? He has said that Muslims like his family were the "real victims" of 9/11 because they experienced "Islamaphobia" (which is not a thing) after the attack. This definitely seems to have the effect of minimizing the mass murder of thousands ...

In the early period of his Papacy, it was rumoured that Pope Francis would write an Encyclical called Beati Pauperim (blessed are the poor), on the poor. Whether some such writing had begun as early, I do not know.
